Starting Fall 2017, New York state colleges and universities will be tuition-free for New York residents if their family makes less than $100,000 per year. Students have to be enrolled full-time and remain in New York for 2-4 years after graduation. San Francisco, Tennessee and Oregon made community college free for residents.
