The Netherlands has closed prisons and taken prisoners from Norway because they have so much extra space. Karin Winkleman, Governor of Dordrecht Jail, said they focus on rehabilitation so people stay out of prison and don’t come back. Dutch judges favor alternatives such as fines, community service and electronic tagging.
