As expected, the Department of Justice will not be charging Ferguson police officer Darren Wilson with civil rights violations in connection with the killing of Michael Brown last year. The DOJ did report, however, that it has found a pattern of systemic racism in the police department and municipal court system in Ferguson and will likely seek a settlement agreement that will impose supervision on those agencies.
